This is work for a lawyer (bengoshi).<\/li>\n\n\n\n<li>Handle matters related to detention or deportation procedures.<\/li>\n\n\n\n<li>Guarantee the result.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Why a Specific Administrative Scrivener Can Represent You<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A Specific Administrative Scrivener (\u7279\u5b9a\u884c\u653f\u66f8\u58eb) is a licensed administrative scrivener (gyoseishoshi) who has completed additional training and is authorized to represent clients in administrative appeals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the amended Gyoseishoshi Act, in force since January 1, 2026, a Specific Administrative Scrivener can represent you in appeals concerning any application document that a gyoseishoshi is able to prepare (Article 1-4, Paragraph 1, Item 2). Before the amendment, representation was limited to applications the scrivener had actually prepared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>This means we can represent you even if you filed your refugee application yourself.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How the Process Works<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Step 1: You Receive the Notice<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>You:<\/strong> Email us a copy of the notice the same day.<\/li>\n\n\n\n<li><strong>We:<\/strong> Confirm your deadline and the reasons given for the denial.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Step 2: Filing the Request for Review (Within 7 Days)<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>We:<\/strong> Prepare the request for review addressed to the Minister of Justice and arrange its submission within the deadline.<\/li>\n\n\n\n<li><strong>You:<\/strong> Sign the documents we send you, including a power of attorney, and return them by post.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Step 3: Written Statement<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>We:<\/strong> Analyze the reasons for the denial and prepare your written statement (\u7533\u8ff0\u66f8) with supporting evidence.<\/li>\n\n\n\n<li><strong>You:<\/strong> Answer our questions by email and send us the documents we ask for.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Step 4: Oral Hearing<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">An oral hearing (\u53e3\u982d\u610f\u898b\u9673\u8ff0) may be held before Refugee Examination Counselors (\u96e3\u6c11\u5be9\u67fb\u53c2\u4e0e\u54e1).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>We:<\/strong> Prepare you for the hearing and attend as your representative.<\/li>\n\n\n\n<li><strong>You:<\/strong> Attend the hearing and explain your situation in your own words.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Step 5: Decision<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister of Justice makes the decision after hearing the opinion of the Refugee Examination Counselors.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>We:<\/strong> Explain the decision and its reasons to you.<\/li>\n\n\n\n<li><strong>You:<\/strong> If the request is rejected and you wish to go to court, consult a lawyer promptly.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Nationwide Support by Email and Post<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From your first contact to filing the request and preparing your written statement, we work with you by email and post. You do not need to visit our office, wherever you live in Japan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The oral hearing is held at a place designated by the reviewing authority. Where it is held, and whether it can be held by video conference, is arranged with the authority case by case.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Languages<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">We handle consultations, interviews, and explanations of documents in English and Japanese. We can also support you in other languages. Please tell us your preferred language when you contact us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can reach us by email or through our contact form.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Your Stay in Japan During the Review<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While your refugee application is pending, including during the review, removal from Japan is in principle suspended (Immigration Control and Refugee Recognition Act, Article 61-2-9). This does not apply to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>People making a third or later application (unless they submit materials showing substantial grounds for recognition)<\/li>\n\n\n\n<li>People sentenced to life imprisonment or imprisonment of 3 years or more (except suspended sentences)<\/li>\n\n\n\n<li>People who fall under, or are reasonably suspected of falling under, grounds such as terrorism<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">How your residence status is handled depends on your individual situation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Contact Us<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Contact us as soon as you receive the notice.
